As Sheldon Whitehouse has pointed out from the beginning, there is no mechanism by which to enforce anything in the code. What I can't understand is why this story about Alito and the upside down flag just now 'breaking news"?
Roberts just issued the order. It takes a motion by a party with a case before the court. The party has to file an affidavit that there is bias. The standard is not actual bias, rather the appearance of bias.
